Well, HOMM3 editor is completely fine, it can easily be used to make Game of Thrones scenario. You could probably even treat the surface as an overworld map and dedicate certain layers to certain providences/sub-regions/super-city districts/expansive dungeons/etc. Supposedly, you can do a bunch of 'depths' layers in AoW3 as well, so you could really get creative with custom layers/planes as well if you really wanted to. Not sure how that's supported with AoW3 it was quite robust in AoW2/SM. Renaming units and changing stats of normal units would probably require custom resources/a mod though. If you wanted to and had the time to dedicate to, I imagine a Game of Thrones scenario would be entirely possible. That said, you can create your very own custom items, heroes, and script in some interesting triggers/events.
